Come early to the Pre-Luncheon meeting! At 10:30 AM Austin Hutton, CISA, CISM, CGEIT, Greater Yield, will present "ARRA/HITECH Implications for IT Audit and IS Security Management". The presentation will discuss the ARRA (American Recovery and Reinvestment Act) and the HITECH (Health Information Technology for Economic and Clinical Health) legislation and the overall implications of the legislation on health care practices including security considerations.
At 12-Noon, Ralph Spencer Poore, CFE, CISA, CISSP, CHS-III, CTGA, QSA
Chief Cryptologist, will discuss the use of "Cryptography as a Compliance Tool". His presentation will focus on identifying the appropriate cryptographic mechanisms to support compliance requirements.

Content: The ARRA (American Recovery and Reinvestment Act) and the HITECH (Health Information Technology for Economic and Clinical Health) act legislations have been passed, and offer significant economic incentives for physicians to migrate to electronic health records and demonstrate “meaningful use” of electronic health records. Use of “certified” systems is required to meet program requirements. The programs also significantly change the nature of HIPAA restrictions, enforcement and penalties. This presentation will discuss the overall implications of this new federal legislation on health care practices. Also discussed will be the accelerated funding of various electronic record standards. Specifically listed are security standards. Finally, the presentation will discuss how the legislation changes the risk profile of organizations that maintain protected health information and how it creates opportunities for IS auditors and Information Security managers.
Objectives: Attendees will learn about: • ARRA/HITECH act components • Implications of the economic incentives on health care practices • Understand the potentially significant increase in IS audit requirements • Understand the increased requirements for information security risk management programs

Content: Many compliance regimes require data protection that can only feasibly be provided through cryptography. Like any tool, however, the craftsperson has the responsibility of tool selection, tool maintenance, and—most importantly—skilled use. Selecting the wrong tool is not a fault of the tool. Even the finest hammer cuts wood poorly at best. Cryptographic products span a broad spectrum of quality and of utility. This session focuses on identifying the appropriate cryptographic mechanisms to support compliance requirements. This session will aid the attendee in evaluating whether the proper cryptographic tools were selected for given compliance regimes.
Objectives: Attendees will learn about: • Sample compliance regimes need for cryptographic controls • Identification of cryptographic tools • Means for evaluating appropriateness of selection

Content: This session will provide detail on cryptography as a compliance tool. It will address the “how to” aspects of cryptography to protect confidentiality, to protect content integrity, to authenticate identity, to authenticate source, to enforce authorization, and to protect against malware.
Objectives: Attendees will learn about: • What cryptography can (and cannot) accomplish toward compliance • How to employ cryptography to address compliance issues, especially privacy, integrity, and reliable evidence • What to examine in a cryptographic implementation. (A checklist will be provided to attendees.)
